Approved – Resolution 2026-09_ Calling for Ethical Investing

The resolution builds on the state of Oregon’s existing ESG (Environmental, Social and Governmental) investment criteria to make human rights a part of the investing strategy. It extends the call to our local governments as well.
As the final resolution states, “The Central Committee of the Democratic Party of Multnomah County calls on the State Treasurer and its Investment Council and the Board of the state’s Short Term Fund, and the City of Portland and any other municipalities in Multnomah County that make investments to do the following:
- institute an investment/divestment policy that screens out entities that abuse human rights, and
- achieve financial goals through ethical choices.”
The resolution comes at a moment when budget pressures are real, however ethical investment policies give us a way to have an impact even when times are tight. With this resolution, the Multnomah Democrats formally ask our state and local elected officials to articulate their consideration of ethics and principles as they make investment decisions. We will use the resolution to effectively advocate for ethical investments with our taxpayer dollars.
